unicode_ids.py extension

``unicode_ids.py`` can be used as the extension of Sphinx.

Just put in ``exts`` folder and add ``unicode_ids`` into ``extension`` valuable in ``conf.py``.

But in real, this extension includes the hack codes against ``docutils`` modules and Sphinx. This extension may or may not work with further version of them. You can check by comparing newer with hacked ``docutils`` and Sphinx.

For the name of files, as told in previous section :doc:`MakeSureLogEncoding`\ , you can use
only the characters included in your locale encodings.
 
On the other hand, when you use reference, the identifiers as the anchor used in HTML remains the characters you used even if the characters are not in US-ASCII.
